SOLAR PHOTOVOLTAIC SYSTEM
Sealed bids will be received at the Hanover Area School District ("the District"), Business Office, 1600 Sans Souci Parkway, Hanover Township, Pennsylvania 18706 until 11:00 a.m. prevailing time, on April 1, 2026. Immediately following, proposals will be publicly opened and read aloud at the same location. The successful bidder will be announced at the regular meeting of the Hanover Area School Board at 7:00 p.m. on April 14, 2026.
Briefly, bids are invited from Solar Energy Developers to design and construct a roof-mounted solar photovoltaic system for the Hanover Area Jr./Sr. High School. Technical specifications are on file and may be obtained at the office of the Superintendent between the hours of 9:00 a.m. and 3:00 p.m., Monday through Friday.
Pre-bid project site visits will be held at 8:00 am on Monday, March 9, 2026, and at 2:30 pm on Monday, March 16, 2026, at Hanover Area Jr./Sr. High School located at 1600 Sans Souci Parkway, Hanover Twp., PA 18706. Attendance at one of the two scheduled pre-bid project site visits is mandatory. All prospective bidders will meet at the site for a walk-through of the system and possible interconnection routes.
Prospective bidders are urged to familiarize themselves with the specifications. Any contractor who does not do so and submits a bid does so at his own risk. Bid proposals must be on the forms provided by the District. Bid security in an amount equal to ten percent (10%) of the total bid shall be submitted with each bid in accordance with the instructions to bidders.
The District reserves the right to reject any or all bids or portions thereof or to waive informalities in the bidding.

Bids may be held by the District for a period not to exceed thirty (30) days from the date of opening of the bids for the purpose of reviewing the bids before awarding the contract. In this period of time, no bidder may withdraw their bid.

INVITATION TO BID
1. Sealed Proposals for the Hanover Area School District – New Elementary School, Luzerne County, PA, will be received by the Hanover Area School District at 1600 Sans Souci Parkway, Hanover Township, PA 18706 until 1:00 p.m. Tuesday, March 31st, 2026. Three copies of the sealed proposals are to be hand delivered to the Office of the Superintendent, Hanover Area School District Administration Office, 1600 Sans Souci Parkway, Hanover Township, PA 18706. Following receipt of proposals, the bids will be opened and read aloud at the Hanover Area School District Administration Office.
2. This project includes the interior fit out of the existing 2-story building with a pre-engineered metal building addition totaling 145,500 s.f. The scheduled project completion date is to be per the milestone dates in the documents and shall be finally completed by substantial completion date of August 6th, 2027.
3. Separate bids will be required on a lump sum basis for the following multiple construction contracts:

4. Bidding Documents may be obtained from the Construction Manager. Contract Documents, including specifications, may be obtained starting Monday, February 23, 2026 by contacting the Construction Manager; Quandel Construction Group, LLC. Bid Documents will be made available electronically through www.SmartBidNet.com. Please contact Christie Harris (charris@quandel.com) to receive access to this project. After providing company information (company name, address, phone number, contact person, email), a weblink will be emailed via Smartbid to download the bid document electronic pdf files. All addenda will also be available for download through the same website/ shared folder.

6. Bidding Documents, Contract Documents, Construction Documents and any/all Addenda thereto are incorporated by reference as if fully set forth herein.
7. Bidders' proposals must be accompanied by a certified check, certified bank treasurer's check, bank cashier's check or bid bond in the form provided herein. A satisfactory corporate surety shall provide security in an amount equal to 10% of the base bid together with the aggregate sum of all additive alternates. The surety shall name as payee or obligee the Hanover Area School District.
8. Notice is hereby given that the project for which construction proposals are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Human Relations Act of October 27, 1955, P.L. 744, and the Pennsylvania Prevailing Wage Act No. 442 of August 15, 1961, as amended on August 9, 1963.
9. All proposals shall be irrevocable for sixty (60) days after bid opening date, unless delayed due to required approvals of another governmental agency, sale of bonds, or the award of a grant or grants, in which case bids shall be irrevocable for one hundred twenty (120) days in compliance with Act #317 of 1978, approved November 26, 1978, and as amended November 23, 1982, and shall be accompanied by 10% bid guaranty, payable to the Owner.
10. The Owner reserves the right to reject any or all bids and to waive any or all irregularities, mistakes, omissions or informalities relative thereto.
11. Pre-Bid Project Walkthroughs will be held on Tuesday March 10th, 2026, at 10 a.m. and again on Tuesday March 17th, 2026, at 10:00 a.m. at 50 New Commerce Blvd., Hanover Township, PA 18706. It is mandatory that the contractors attend one of the two pre-bid project walkthroughs. All prospective contractors will have the opportunity to access the building to examine all existing conditions at the walkthroughs.
